A boot-lifter consists of a "U-shaped" mouth in which the heel of the boot is engaged and a flat back surface on which the weight can be applied.

 

The use of a boot-puller has several advantages over removing one's boots by hand: it allows the foot to be pulled directly to the top of the boot and using all its weight to hold the boot in place; it also helps not to get your hands dirty and to avoid having to bend over or sit down.
